LISHING A MORATORIUM ON ALL REZONING OF LAND AND AMENDMENTS TO
THE TEXT OF THE BOROUGH ZONING AND SUBDIVISION REGULATIONS.
WHEREAS, the Kodiak Island Borough is in the process of p
paring a new Comprehensive Regional Development Plan for the
Borough; and
WHEREAS, included within the Plan documents will be major
revisions to the land use map and zoning ordinance and subdivision
regulations necessary to implement the Plan; and
WHEREAS, consistent with the requirements of Alaska State
Statutes Section 29.33.160, the Borough will continue to revie
and process all subdivision plat applications; and
WHEREAS, at this critical point in final Plan development
many land use decisions could have lasting effect on the commu ity;
and
WHEREAS, facilitating Borough Assembly, City Councils, Pla -
ning and Zoning Commission, Joint Forum and citizens of the
Borough to focus maximum effort and attention toward review,
adoption and implementation of the Plan, it is in the best in-
terest of the community to require a cessation of all rezoning
activities at this time until the new Plan has been adopted; a d
WHEREAS, the City Council for the City of Kodiak and the
Borough Planning and Zoning Commission have both passed resolu
tions recommending the Assembly take this action.
NOW, THEREFORE, BE IT RESOLVED, the Kodiak Island Borough
Assembly hereby imposes a moratorium on the processing of any ew
applications for rezoning of land and amendments to the text of
the zoning and subdivision regulations within the Borough not
currently in process pending adoption by the Assembly of a new
Borough Comprehensive Regional Development Plan and implementi g
support documents and ordinances; and

BE IT FURTHER RESOLVED that the Borough Planning Departm nt
is directed to sequentially date and hold all such applicatio s
pending adoption of the Plan. They are to advise the Plannin
Commission upon receipt of each application during final Plan
preparation and, upon Plan adoption by the Assembly, commence
processing those applications consistent with the new Plan.
