A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY
INITIATING REAPPORTIONMENT PROCEDURES AND PROVIDING FOR WEIGHTED
VOTING AS AN INTERIM MEASURE TO SECURE EQUAL REPRESENTATION OF
BOROUGH RESIDENTS
WHEREAS, the membership of the Kodiak Island Borough
Assembly is presently composed of three assemblymen elected by
persons residing outside of the City of Kodiak and two assembly-
men appointed to the assembly from the council of the City of
Kodiak, to represent persons residing within the city; and,
WHEREAS, the 1974 population figures available to the
Kodiak Island Borough demonstrate that approximately fifty -nine
percent (59%) of the population of the Kodiak Island Borough
resides within the City of Kodiak and approximately forty -one
percent (41%) of the borough population resides outside of that
city; and,
WHEREAS, the existing compoition and apportionment
of the assembly is inconsistent with the equal representation
standards of the constitution of the United States; and,
WHEREAS, the Kodiak Island Borough Assembly desires
to utilize procedures on an interim basis that will provide
for more equal representation of the borough population pending
the adoption of a reapportionment plan and the election of new
assembly members;

ATTEST:
NOW THEREFORE, BE IT RESOLVED and declared that the
Kodiak Island Borough Assembly shall be reapportioned by ordin-
ance submitted for approval of the voters pursuant to a reappor-
tionment plan to be formulated by the assembly following public
hearings on the matter; and
BE IT FURTHER RESOLVED and declared that the Kodiak
Island Borough Assembly shall utilize a weighted voting procedure
until such time as a reapportionment plan is formulated and
adopted, said weighted voting consisting of two votes for each
assemblyman appointed from the council of the City of Kodiak
and one vote per assemblyman elected from the area outside of
the City of Kodiak, to be utilized in all matters having area -
wide affect or affecting only the City of Kodiak, which shall
include but not be limited to the following powers or services.
A. Assessment and collection of taxes
B. Education
C. Planning, platting and zoning
D. Regulatory powers assumed and exercised pursuant
to AS 29.48.010
E. Facilities and services authorized by AS 29.48.030
F. Regulatory powers acquired and exercised pursuant
to AS 29.48.035
G. Annexation
H. Incurring area -wide debt

BOROUGH ADOPTING AND APPROVING THE OVERALL ECONOMIC
DEVELOPMENT PLAN PROGRESS REPORT OF 1975
WHEREAS, the Kodiak Island Borough has completed the Overall
Economic Development Plan for the Kodiak Island Borough, and
WHEREAS, the Overall Economic Development Committee is
charged with the annual progress report of said report and
WHEREAS, the 1975 Annual Progress report has been completed,
NOW, THEREFORE, BE IT RESOLVED, by the Kodiak Island
Borough Assembly that it approves the Overall Economic Development
PLan, Progress Report of 1975 as submitted by the Overall Economic
Development Committee.
