RESOLUTION NO. 74 -25 -R
A RESOLUTION RELATING TO THE ACQUISITION OF
AREAWIDE POWERS TO PROVIDE RECREATIONAL FACILITIES.
WHEREAS, the lack of the recreation power in the
Kodiak Island Borough has created an undesirable burden on
recreational facilities provided by the City of Kodiak and
has created unsatisfied needs for recreational facilities in
the area outside the City of Kodiak, and
WHEREAS, the Administrative Officials of the City
of Kodiak and the Kodiak Island Borough have conferred
concerning the requirements for additional recreational
facilities in the Kodiak area; and
WHEREAS, the exercise of the recreational authority
on an areawide basis appears to be preferrable to the exercise
of a limited power by two governmental agencies and to more
fully implement statutory expressions of policy with regard to
overlapping layers of municipal power; and
WHEREAS, the Kodiak Island Borough Assembly has
considered the desirability of areawide recreation facilities
and proposes the acquisition of the power;
NOW THEREFORE BE IT RESOLVED BY THE KODIAK ISLAND
BOROUGH that a public hearing shall be scheduled for the next
regular borough meeting to accept testimony concerning the
necessity and desirability of acquisition by the Kodiak Island
Borough of areawide recreation powers and its ability to exerc
the proposed power.
BE IT FURTHER RESOLVED THAT the Assembly shall make
findings after the hearing concerning the proposed acquisition
of power and the ability of the Borough to exercise that power
and shall make those findings public.

IT IS FURTHER RESOLVED that if the Assembly finds
after public hearing that the acquisition of areawide
recreation power is desirable and that the power can be
exercised by the Borough, then the Assembly shall order the
proposition submitted to the voters of the Kodiak Island
Borough at the general election to be held on the first day
of October, 1974, on a separate ballot in the following form:
