1974-23 Declaring All Street And Rights-Of-Way Which Form The Alignment For AK Project QS-0389 (4) To Be Alaska Route FAS-389 And Allowing The KIB To Cooperate With The State Of Alaska In The Construction Of Alaska Route FAS 389 Within The Borough Limits.KODIAK ISLAND BOROUGH Resolution No. 74 -23 -R A RESOLUTION DECLARING ALL STREET AND RIGHTS -OF -WAY WHICH FO THE ALIGNMENT FOR ALASKA PROJECT QS- 0389(4) TO BE ALASKA ROUT: FAS -389 AND ALLOWING THE KODIAK ISLAND BOROUGH TO COOPERATE W TH THE STATE OF ALASKA IN THE CONSTRUCTION OF ALASKA ROUTE FAS 389 WITHIN THE BOROUGH LIMITS. WHEREAS, certain street and rights -of -way within the Kodiak Island Borough as shown on the final plans for Alaska Project QS 0389(4) on file in the office of the Alaska Commissioner of Highways form necessary links for carrying Alaska Route FAS 389 within the Borough. WHEREAS, the Kodiak Island Borough desires that improveme is be made to Alaska Route FAS 389 within the Borough. WHEREAS, The State of Alaska desires the cooperation of t e Kodiak Island Borough in improving Alaska Route FAS 389 within the Borough. NOW, THEREFORE THE KODIAK ISLAND BOROUGH RESOLVES: 1. That hereby,ddclares as part of Alaska Route FAS 389 - a11 or'thdse streets and rights -of -way as shown the final plans for Alaska Project QS 0389(4) on fil in the office of the Alaska Commissioner of Highways which are within the Kodiak Island Borough. 2. That the Borough will cooperate with the State in no authorizing or permitting the installation of signs, or signals which will give any intersecting street o streets a status outranking Alaska Route FAS 389; no to authorize or permit any construction or encroach- ment within the right -of -way as shown on the right -o way map designated Alaska Project QS- 0389(4), on fil= in the office of the Commissioner of Highways in Juneau, Alaska; not to establish any curblines or cause or permit any curbing to be constructed on the highway with curblines less than the dimensions as shown on the typical section of the final plans on file in the office of the Commissioner of Highways, Juneau, Alaska, or by first securing the written approval of the Alaska Commissioner of Highways; not to install or authorize any stop lights or traffic control devices on said highway without the approval of the Alaska Commissioner of Highways thereto and to resolve that the State, acting by and through its Department of Highways have the sole responsibility for the regulation of parking on said highway and signs prohibiting parking if necessary to be installe at the expense of the State; subsequent to completion • 1 • fir �'; .' / (Borough Clerk) of construction it shall be the responsibility of the Borough to supervise and inspect any installation of Borough -owned under - ground facilities that require trenching through the pavement and to request that the backfill be compacted, and the surfacing and pavement be replaced in accordance with the specifications as determined by the District Engineer of the Alaska Department of Highways. The State shall have the right to inspect this work and require the replacement of substandard work and materials by the Kodiak Island Borough.
