RESOLUTION NUMBER 74 -3 -R
A RESOLUTION OF THE BOROUGH ASSEMBLY OF THE KODIAK
ISLAND BOROUGH PURSUANT TO CHAPTER 5, SUBCHAPTER 4, SECTION 6,
OF THE KODIAK ISLAND BOROUGH CODE OF ORDINANCES AND
RESOLUTIONS APPROVING LOTS 11A, 11B, 11C, 11H, AND 11I,
BLOCK 7, BELLS FLATS ALASKA SUBDIVISION, KODIAK, ALASKA,
WHEREAS, Chapter 5, Subchapter 4, Section 6 of
the Kodiak Island Borough Code of Ordinances and Resolutions
provides that a final plat shall be approved by the Borough
Assembly by Resolution, which Resolution shall provide for
the acceptance of all streets, alleys and easements and
other open spaces dedicated to public purposes, and that
WILLIAM FEARN, has presented for approval his final plat of
Lots 11A, 11B, 11C, 11H, and 11I, Block 7, Bells Flats Alaska
Subdivision, and,
WHEREAS, the Planning and Zoning Commission of the
Kodiak Island Borough approved said final plat on the 23rd,
day of January, 1974,
NOW, THEREFORE, BE IT RESOLVED that the Kodiak
Island Borough Assembly grant approval to the final plat presented
by William Fearn, prepared by R. A. Ecklund, Registered
Laid Surveyor (December 22, 1973), and that all streets,
alleys, easements and other open spaces shown on said plat be
and the same are hereby dedicated to public purposes and the
Same are hereby accepted.

RESOLUTION NUMBER 3 -74
A RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF KODIAK, KODIAK
ISLAND BOROUGH AND KODIAK CHAMBER OF COMMERCE PROVIDING FOR STATIONING OF A
RESIDENT DISTRICT ATTORNEY IN KODIAK, ALASKA.
WHEREAS, Kodiak has experienced a steady growth in population, a
large part of which is transient or semi - transient; and is now the fifth
largest population center of the State, and
WHEREAS, in addition to the orderly growth of the community, ever
increasing numbers of tourists travel to and reside in Kodiak for varying
periods of time, and
WHEREAS, as a result of Kodiak's growth the crime rate has shown
a disproportionate increase, and
WHEREAS, there is a resident district judge in Kodiak, however,
there is no resident district attorney, and Kodiak is currently serviced by
a district attorney who makes only periodic visits from his permanent duty
station in Kenai, and
WHEREAS, the present situation tends to slow down the administration
of justice and is not fair to the State, the defendants or the victims of
crimes, and
WHEREAS, Kodiak is the cultural, economic and transportation center
for Western Alaska and is detachment headquarters for Alaska State Troopers
who cover the Bristol Bay, Alaska Penninsula and Aleutian areas which are
served by five different magistrates and no resident prosecutor, and
WHEREAS, the volume of court business generated by the commission
of crimes of every nature warrants Kodiak having its own permanent resident .
district attorney,
NOW, THEREFORE, BE IT RESOLVED by the common council of the City of
Kodiak, Kodiak Island Borough and Kodiak Chamber of Commerce that the Governor
is respectfully requested to direct the Attorney General to take all necessary
action to assure Kodiak a full -time resident district attorney at the earliest
possible time.
