A RESOLUTION REQUESTING THE GOVERNOR OF THE STATE OF ALASKA
TO SUBMIT LEGISLATION TRANSFERRING HYDROELECTRIC PROJECTS
TO THE FOUR DAM POOL COMMUNITIES
WHEREAS, the Kodiak Electric Association, Inc. is an established Rural Utilities
Service Cooperative providing electrical service to the area in and around the
communities of Kodiak and Port Lions, including the United States Coast Guard
Integrated Support Command; and
WHEREAS, the Kodiak Island Borough Assembly and the Kodiak Electric Association
Board of Directors are concerned with the downward movement in the economies of
the communities of the Four Dam Pool; and
WHEREAS, the community of Kodiak has experienced a tremendous decline in the
fishing industry; Copper Valley Electric Association is losing their largest industrial
consumer -- PetroStar; the community of Wrangell has lost its largest industry- -
Wrangell Sawmill - -as a result of the decline in the timber industry; and the community
of Ketchikan has lots its largest industry -- Ketchikan Pulp Company - -as a result of the
decline in the timber industry; and
WHEREAS, the negative affects of any loss or decrease of kWh sales by any
participant of the Four Dam Pool is shared among all the communities, which consists
of Kodiak, Port Lions, Glennallen, Valdez, Wrangell, Petersburg, and Ketchikan; and
WHEREAS, the Kodiak Island Borough Assembly supports the Kodiak Electric
Association Board of Directors' position that it is time for the Governor to consider
turning over the four State -owned hydroelectric projects to the communities as a
means of promoting long -term economic stability in these communities; and
WHEREAS, the elimination of the debt service component in wholesale power rates
will give immediate relief and will provide an economic stimulus which may lead to
the economic survival of the communities that belong to the Four Dam Pool, thereby
avoiding an economic disaster; and
WHEREAS, the Kodiak Electric Association Board of Directors has submitted a
resolution requesting that the Governor transfer ownership of the hydroelectric project
to the Four Dam Pool communities;
