WHEREAS, the Alaska Aerospace Development Corporation has submitted its Draft
Programmatic Environmental Assessment of the Kodiak Launch Complex to the
Federal Aviation Administration's Office of Commercial Space Transportation; and
WHEREAS, at a public hearing on the Draft Programmatic Environmental Assessment
hosted by the Kodiak Island Borough on April 30, 1996, a majority testifying found
the Environmental Assessment had adequately addressed their environmental
concerns and, therefore, supported the project; and
WHEREAS, the Environmental Assessment process is intended to address the
environmental concerns and determine if an environmental impact statement is
necessary; and
WHEREAS, the Kodiak Island Borough Assembly supported the selection of Kodiak
Island for this project by adopting Resolution No. 94 -04 on January 25, 1994; and
WHEREAS, diversification of Kodiak's economy is one of the major goals of the
Kodiak Island Region Overall Economic Development Program; and
WHEREAS, an independent study by the University of Alaska's Institute of Social and
Economic Research finds that the construction and operation of the facility would
create direct and indirect economic benefit to the community; and
WHEREAS, construction of the Kodiak Launch Complex must begin at the earliest
possible date in order for the project to remain competitive in the rapidly growing
market for launching small satellites into low- earth, polar orbits;

NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: The Kodiak Island Borough Assembly supports construction of the
proposed Kodiak Launch Complex at Narrow Cape.
Section 2: The Federal Aviation Administration's Office of Commercial Space
Transportation is urged to promptly review the Environmental
Assessment to determine if a definite need for an Environmental Impact
Statement is clearly indicated.
