A RESOLUTION SUPPORTING THE ORGANIZATION
OF A TOWN MEETING TO DEVELOP THE NEEDS AND WANTS OF THE RESIDENTS
OF THE KODIAK ISLAND BOROUGH TO AID IN THE ESTABLISHMENT
OF GOALS AND OBJECTIVES OF THE ASSEMBLY
WHEREAS, the traditional technique designed to obtain public input in forming the
goals and objectives that are the basis of the Kodiak Island Borough Comprehensive
Plan is the public hearing process; and
WHEREAS, the people who participate in the public hearing process are the minority
of people who are capable of public speaking; and
WHEREAS, the "silent majority" does not have the courage or the ability to make
their wants or needs known through this process; and
WHEREAS, this fails to create an environment in which these people may participate
in government which participation is necessary to create a sense of community;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH that the Kodiak Island Borough establish a system that will allow
participation of the silent majority in the formation of goals and objectives similar to
"Town Meeting, USA ".
NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK
ISLAND BOROUGH that such a "Town Meeting" become an annual event in order to
progressively develop a closer knit and happier community.
ADOPTED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH
