A RESOLUTION AUTHORIZING THE SIGNING AND FILING
OF AN APPLICATION WITH THE U.S. DEPARTMENT OF COMMERCE
TO ESTABLISH, OPERATE, AND MAINTAIN A FOREIGN -TRADE ZONE
FOR SELECTED SITES AROUND KODIAK ISLAND
WHEREAS, a foreign -trade zone (FTZ) designation attached to parcels of real
property will aid in the importation of goods without paying duty and tariffs; and
WHEREAS, the establishment, operation, and maintenance of a general purpose
foreign -trade zone is consistent with the economic development strategy of the
Kodiak Island Borough, diversifying the economy and assisting businesses in creating
year -round employment; and
WHEREAS, Kodiak Island has been selected as the location to construct the first
commercial rocket launch facility scheduled to propel six to ten rockets per year into
orbit by the year 2000; and
WHEREAS, sites with FTZ designation can import high -tech component parts for
weather, navigation, remote sensing, and global positioning satellites that will be shot
into space at the Kodiak Launch Complex (KLC); and
WHEREAS, the thirteen sites, including public, private, business, and Native
corporation lands -- designated FTZ sites, will receive, store, assemble, distribute, and
transport imported goods. These sites consist of the KLC, airports and seaports,
proposed industrial parks, seafood processing facilities, and other public and private
lands and facilities; and
WHEREAS, a FTZ designation can create and benefit other local businesses by
developing additional economic opportunities;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH that the designation of sites on Kodiak Island as foreign -trade zones is
consistent with the economic strategy of the Kodiak Island Borough in diversifying the
economy and creating year -round employment for the citizens of Kodiak Island.

NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK
ISLAND BOROUGH that the mayor is directed to sign and file an application with the
Foreign -Trade Zone Board of the U.S. Department of Commerce to establish, operate,
and maintain a general purpose foreign -trade zone designation.
