A RESOLUTION SUPPORTING THE RECERTIFICATION
OF THE PRINCE WILLIAM SOUND REGIONAL CITIZENS ADVISORY COUNCIL
WHEREAS, the Prince William Sound Regional Citizens Advisory Council (RCAC) was
originally certified in accordance with the Oil Pollution Act of 1990 in 1991 and has
been recertified each year since 1991; and
WHEREAS, the RCAC membership is representative of the region it serves, including
Kodiak, the villages on Kodiak Island, the fishing industry, local governments, and
other big interest groups; and
WHEREAS, the RCAC's communities and working relationship with the Kodiak Island
Borough have increased and been mutually beneficial in many ways over the past
year, especially on the C -plan (tankers) reviews; and
WHEREAS, the RCAC's monitoring of the Valdez terminal, tanker operations, oil spills
and spill response have been exemplary during the past year with excellent
information being provided to the Kodiak Island Borough; and
WHEREAS, the RCAC's efforts to prevent oil spills and plan for spill reponses have
resulted in a far safer oil transportation program through Prince William Sound than
existed in 1989; and
WHEREAS, the oil spill prevention and plans for spill response are generally in place
inside of Prince William Sound and the RCAC is now ready to focus on plans outside
the Sound and downstream, such as Kodiak Island; and
WHEREAS, the RCAC activities, as identified on the eight page report of activities
and projects for the past year, are very significant and represent a major contribution
to oil spill prevention and preparedness in the State of Alaska;

NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT the U.S. Coast Guard is urged to recertify the Prince William Sound
Regional Citizens Advisory Council to allow the continued outstanding development
of plans and capability to prevent and be prepared to clean up future spills.
