A RESOLUTION SUPPORTING AN APPROPRIATION FOR NEARSHORE COASTAL
CLEANUP EQUIPMENT IN THE STATE FISCAL YEAR 1996 CAPITAL BUDGET
WHEREAS, the nearshore coastal cleanup equipment project or nearshore
demonstration project, as it is also known, is part of the response program initiated
by the State following the Exxon Valdez oil spill; and
WHEREAS, in 1993 the legislature appropriated 51.2 million to conduct nearshore
demonstration projects to serve as a prototype for the development of response
depots statewide; and
WHEREAS, these demonstration projects have been successful and now form the
basis for oil spill response capabilities in Seldovia and Southeast, Alaska; and
WHEREAS, the Kodiak region remains vulnerable to oil spills because the State has
not required response action contract maintenance of equipment in Kodiak to respond
to TAPS trade tanker traffic and the gap in coverage could initially be addressed by
the staging of a State -owned nearshore package in Kodiak; and
WHEREAS, funding for a nearshore package will come from the Oil and Hazardous
Substance Spill Response and Prevention Fund.
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT the Kodiak Island Borough urges the Alaska State legislature to
support the 51.6 million for Nearshore Coastal Cleanup Equipment and Nearshore
Demonstration Packages contained in the fiscal year 1996 capital budget, which will
be funded from the Oil and Hazardous Substance Spill Response and Prevention Fund.
NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK
ISLAND BOROUGH THAT copies of this resolution be sent to the Governor of Alaska,
the Alaska State Legislature, and the Commissioner of the Alaska Department of
Environmental Conservation.
