A RESOLUTION OPPOSING HOUSE BILL 247 RELATING TO THE ELECTION
OF MUNICIPAL GOVERNING BODIES BY SINGLE MEMBER DISTRICTS
WHEREAS, House Bill 247 would mandate single- member election districts; and
WHEREAS, municipalities currently elect legislative bodies as determined by the
voters under the local option law in effect under AS Title 29 and AS Title 14; and
WHEREAS, Kodiak Island Borough Resolution No. 91 -32 placed the question of
continuing with the present apportionment of the Assembly before the voters at the
October 1, 1991 election, and Resolution No. 91 -54 ratified the results as being
approved by voters areawide; and
WHEREAS, House Bill 247 would disenfranchise rural communities from fair
representation on the assembly and school board and create confusion for the voters
by overlapping districts for governing bodies and school boards; and
WHEREAS, House Bill 247 would fiscally impact all municipalities by causing
additional ballots and a greater number of election boards and fiscally impact the
State of Alaska Division of Elections by requiring precinct mapping and voter
registration lists for each single- member district in each municipality;
NOW, THEREFORE, BE IT RESOLVED THAT THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH hereby opposes the proposed legislation in House Bill 247 that would
diminish the local option of districting for purposes of electing local officials.
