1995-12 Urging the Alaska State Legislature to Fully Fund the Alaska Regional Development Organization (ARDOR) Program at its FY 96 Budget Request Level to Improve the Overall Economic Development of Alaska.Introduced by: Requested by: Drafted by: Introduced: Adopted: KODIAK ISLAND BOROUGH RESOLUTION NO. 95 -12 Assemblymember McFarland Assemblymember McFarland Mayor Selby 04/06/95 04/06/95 A RESOLUTION URGING THE ALASKA STATE LEGISLATURE TO FULLY FUND THE ALASKA REGIONAL DEVELOPMENT ORGANIZATION (ARDOR) PROGRAM AT ITS FISCAL YEAR 1996 BUDGET REQUEST LEVEL TO IMPROVE THE OVERALL ECONOMIC DEVELOPMENT OF ALASKA WHEREAS, the various governmental bodies, businesses and industries throughout the state have recognized that the state's most critical problem is the lack of economic development; and WHEREAS, one of the surest methods of promoting economies is to develop regional economic capacity by assisting small businesses who can then participate in the emerging markets, and who will continue to create and develop more business for Alaska; and WHEREAS, the rural areas of Alaska have the majority of natural resource industries, such as fish, timber and mining; and WHEREAS, rural Alaskans have been passed over in favor of employees from outside Alaska in the natural resource industries of fishing, timber and mining because they do not have, or are perceived as not having, the necessary education and training to take jobs in the state; and WHEREAS, the Alaska Regional Development Organization (ARDOR) funding has resulted in a significant increase in economic development throughout the ARDOR regions in Alaska and have been especially effective in rural Alaska; and WHEREAS, funding for the ARDOR program is one of the most significant investments in Alaska's future that can be made at this time; NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THAT the Alaska State Legislature is urged to grant full funding to the ARDOR program to enable it to carry out its mission to develop the economic base in Alaska at a time when economic growth is vital for the long -term health of the state.
