A RESOLUTION SUPPORTING THE LIFTING OF THE EXPORT BAN
ON ALASKA NORTH SLOPE (ANS) OIL, UNDER CERTAIN CONDITIONS
WHEREAS, the President of the United States has, by executive order, continued the
ban on the export of Alaska North Slope (ANSI crude oil contained in SO L_c.C_c_
Appendix 2406(4) (sect 7d Fxpnrt Administratinn Ant of 19791 that prohibits, with
highly restrictive exceptions, the export of domestically produced crude oil
transported by pipeline over the right -of -way granted by 43 11S C 1657Jsen 203
of the Trans - Alaska Pipeline Authnri7atinn Act); and
WHEREAS, the ban on the export of Alaska North Slope crude oil effectively limits
its sale to the domestic American market; and
WHEREAS, Alaska North Slope crude oil required to be transported and delivered for
sale in the domestic market incurs approximately $2 to $4 per barrel in higher
transportation charges than if the oil could be exported to Pacific Rim countries; and
WHEREAS, the export ban singles out Alaska effectively penalizing the State and
reducing revenue needed for vital State programs; and
WHEREAS, the proposal to lift the ban has enjoyed strong support in the Alaska
State Legislature and among many members of the U.S. Congress; and

the export ban is very positive for Alaska as long as the specific concerns of Kodiak,
Alaska are met; and
WHEREAS, those concerns include, but are not limited to, shipping of crude oil on
foreign flagged tankers, establishing adequate oil spill prevention and response

capabilities to protect environmentally sensitive areas and areas of public concern in
the Kodiak region and reducing the risk that currently threatens Kodiak from the state
of Alaska royalty oil that is shipped around the tip of the Kenai Peninsula not
adequately covered by Alyeska; and
WHEREAS, Kodiak is one of the foremost maritime communities in the United States
that possesses a complete understanding of competent and prudent marine practices;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT the Kodiak Island Borough supports lifting the export ban of Alaska
North Slope crude oil as long as Congress requires Alaska North Slope oil to be
shipped on United States tankers crewed by United States citizens, that adequate oil
spill prevention and response capabilities to protect environmentally sensitive areas
and areas of public concern in the Kodiak region are established, including the
positioning of Nearshore Coastal Cleanup Equipment in Kodiak, and the continued
support for citizen advisory councils in both Prince William Sound and Cook Inlet.
NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE ASSEMBLY OF THE KODIAK
ISLAND BOROUGH THAT copies of this resolution be sent to the Governor of Alaska,
the Alaska State Legislature, the Alaska Congressional Delegation, and the President
of the United States.
