The Kodiak Island Borough Assembly opposes Ballot Measure No. 3 to move the capitol. Section 2. The Kodiak Island Borough Assembly believes that the State's spending and potential revenue for the next decade must be placed in perspective. Extravagant spending of the State's revenues for luxury items such as an alleged more convenient location of the State Capitol should not come ahead of bread and butter items such as highways, harbors, airport, marine and transit facilities, educational tools and facilities, hospitals and clinics. Section 3. The Assembly requests the citizens of the State of Alaska to retain and preserve the Alaska State Capitol in Juneau and, therefore, urge the qualified voters of the State of Alaska to go to the polls on November 8 and vote "NO" on Ballot Measure No. 3, CHANGE OF CAPITOL TO WASILLA.
