CHANGE OF CAPITOL TO WASILLA

WHEREAS, the capitol move issue, Ballot Measure No. 3, will be placed before the
voters of Alaska in the November 8 general election; and
WHEREAS, Ballot Measure No. 3 proposes to relocate the capitol from Juneau to
Wasilla without advising the voters of the cost of such a move; and
WHEREAS, costs associated with relocating the capitol, estimated at $966 million
in 1978 and $2.83 billion in 1982, would place a burden on the State of
Alaska general fund in light of declining revenues; and
WHEREAS, funding for Municipal Assistance and Revenue Sharing has decreased by
a total of $79,607,700 between fiscal year 1985 and fiscal year 1995,
resulting in hardships for many local governments; and
WHEREAS, given the need to improve the management and marketing of our
fisheries resources and to further economic development in coastal
Alaska, we cannot afford to divert time and dwindling financial resources
to moving the capitol; and
WHEREAS, rural Alaskans who continue to fight for basic services and facilities - -safe
drinking water, quality education, jobs, affordable energy, public safety,
and transportation -- cannot support placing the cost of a new capitol
ahead of these critical needs; and
WHEREAS, moving the capitol to Wasilla will result in a population shift to
en' thrcntral Alaska further increasing the economic and political power
of this area of the state by adding more legislative seats for southcentral
Alaska, at the cost of representation from rural and coastal Alaska;

NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1. The Kodiak Island Borough Assembly opposes Ballot Measure No. 3 to
move the capitol.
Section 2. The Kodiak Island Borough Assembly believes that the State's spending
and potential revenue for the next decade must be placed in perspective.
Extravagant spending of the State's revenues for luxury items such as
an alleged more convenient location of the State Capitol should not come
ahead of bread and butter items such as highways, harbors, airport,
marine and transit facilities, educational tools and facilities, hospitals and
clinics.
Section 3. The Assembly requests the citizens of the State of Alaska to retain and
preserve the Alaska State Capitol in Juneau and, therefore, urge the
qualified voters of the State of Alaska to go to the polls on November 8
and vote "NO" on Ballot Measure No. 3, CHANGE OF CAPITOL TO
WASILLA.
