1994-16 Urging the Alaska State Legislature to Prioritize Oil Spill Prevention Plans.KODIAK ISLAND BOROUGH RESOLUTION NO. 94 -16 Introduced by: Assemblymember Milligan Requested by: Assemblymember Milligan Drafted by: Assemblymember Milligan Introduced: 04/21/94 Amended: 04/21/94 Adopted: 04/21/94 A RESOLUTION URGING THE ALASKA STATE LEGISLATURE TO PRIORITIZE OIL SPILL PREVENTION PLANS WHEREAS, five years ago, the T.V. Exxon Valdez spilled approximately 11 million gallons of oil that reached the Kodiak Island Archipelago, shutting down the bulk of the fishing industry; and WHEREAS, the incident pointed out the need for local people to be trained and empowered to respond to such events; and WHEREAS, the State of Alaska has a fund known as the "470 ", funded by a fee of a nickel a barrel, to provide training, depots, and monies for municipalities in the event a similar incident occurs again; and WHEREAS, there is pending legislation in the eighteenth session of the Alaska State Legislature that may affect this vital component of responsible oil development in our great state; and WHEREAS, that pending legislation may take badly needed monies away from prevention contingency planning before it is completed; and WHEREAS, the wreck of the Exxon Valdez proved that spending billions of dollars without a ready -to -go plan is not as good as spending millions of dollars with a plan; NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THAT: Section 1: The Kodiak Island Borough urges the Alaska State Legislature to prioritize prevention planning in regards to any possible division of the so- called "470" fund until such a time as that prevention planning has been completed.
