A RESOLUTION SUPPORTING THE USE OF AN ALTERNATIVE DISTRIBUTION
FORMULA FOR MUNICIPALITIES WITHIN THE KODIAK FISHERIES
MANAGEMENT AREA FOR EXTRA -TERRITORIAL FISH TAX FUNDS
WHEREAS, the State of Alaska is preparing to share extra -territorial fish taxes with
communities that suffer significant effects from commercial fishing; and
WHEREAS, the State's formula for distribution will require large expenditures of each
municipality administrative staff time to account for and calculate; and
WHEREAS, all of the incorporated municipalities in the Kodiak fisheries area are
directly involved and impacted by commercial fishing; and
WHEREAS, a distribution of one-half of the funds to each community equally would
fairly reflect the base impact and partially defray the seasonal costs of
the commercial fishing effects on the municipalities; and
WHEREAS, a per capita distribution of one-half of the funds would fairly reflect the
proportional level from and partially defray the costs of commercial
fishing effects on the municipalities;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: The Kodiak Island Borough supports the distribution of the extra-
territorial fish tax funds within the Kodiak Fishery Management Area by
distributing one-half of the total funds divided by the number of
incorporated municipalities and distributing the other half on a per capita
basis utilizing the population of prior years of each municipality as
certified by the State of Alaska Department of Community and Regional
Affairs.
