1992-34 Identifying Problems Associated with the Use of Off-Road Vehicles Along the Kodiak Road System.WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, Introduced by: Requested by: Drafted byCommunity Introduced: Adopted: KODIAK ISLAND BOROUGH RESOLUTION NO. 92 -34 A RESOLUTION IDENTIFYING PROBLEMS ASSOCIATED WITH THE USE OF OFF -ROAD VEHICLES ALONG THE KODIAK ROAD SYSTEM Mayor Selby Assembly Development Department 08/06/92 08/06/92 unrestricted and careless use of off -road (all terrain) vehicles is capable of causing serious damage to vegetation and disturbance to the soil; and such damage and disturbance often results in erosion or degradation of hillsides, meadowlands, wetlands, stream banks and other environmentally sensitive areas; and such erosion can reduce the productivity of land and watersheds and result in harmful siltation of streams, lakes and other water bodies; and the damage caused by carelessly used off-road vehicles can take decades to heal; and domestic livestock and wildlife can be disturbed by the use of off -road vehicles; and borough parks and other borough -owned land have become popular locations for the use of off-road vehicles; and much of this off -road use of borough property has a negative impact on the use of this land for other activities; and unauthorized and improper use of off-road vehicles on borough -owned and other land creates a public safety hazard for other users; and off -road vehicles have contributed to the destruction of vegetation on borough !ands, as wall as to a reduction in water quality; and the Kodiak Soil and Water Conservation District and the Kodiak Island Borough Parks and Recreation Committee has urged the Kodiak Island Borough Assembly to take action to minimize the impact of off -road Kodiak Island Borough, Alaska Resolution No. 92 -34 Page 1 of 2 vehicles on land along the Kodiak road system, including borough -owned land; and WHEREAS, the unauthorized use of off -road vehicles decreases land values and increases maintenance costs, particularly in borough parks; NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THAT: Section 1: The Kodiak Island Borough Assembly urges off-road vehicle users to educate themselves about the proper use of off-road vehicles and to obtain permission from land owners and managers prior to the use of their off -road vehicles. Section 2: The Kodiak Island Borough Assembly urges the State of Alaska to partially address the problems associated with off-road vehicle use with the implementation of a state -wide licensing program. Section 3: As a result of the significance of the damage being done by off -road vehicles along the Kodiak road system and the need to protect local resources, the assembly will consider Iocal regulation of off-road vehicles if problems associated with the use of these vehicles are not reduced.
