A RESOLUTION URGING THE SECRETARY OF COMMERCE TO RETURN
THE IFQ PROPOSAL TO THE NORTH PACIFIC FISHERY MANAGEMENT COUNCIL
UNTIL ANALYSIS AND COMPARISON OF THE TRADITIONAL MANAGEMENT
PACKAGE IS COMPLETED
WHEREAS, the North Pacific Fishery Management Council is charged with the
responsibility of management of the federal fisheries in the United States
waters in and around the State of Alaska; and
WHEREAS, in the management of those fisheries, the council is to work within the
guidelines of the Magnusen Fisheries Management and Conservation Act;
and
WHEREAS, within that act the council is required to look at alternative methods of
fisheries management that are proposed for any given fishery; and
WHEREAS, in approving the IFQ proposal and forwarding it to the Secretary, the
council has failed to consider and analyze the alternative of a package of
traditional management methodologies as proposed by the fishing
industry; and
WHEREAS, the traditional management package may actually provide better
protection of the resource and better management and enforcement
opportunities on the fishing grounds; and
WHEREAS, the Magnusen Act also requires that a socio- economic impact analysis
be completed and there was no such study completed on the IFQ
package before it was forwarded to the Secretary; and
WHEREAS, there is overwhelming opposition to the IFQ Proposal by Alaskan
municipalities, the fishing industry, and the residents of Alaska; and
WHEREAS, the IFQ Proposal results in exclusive ownership of the resource.

NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH:
Section 1: the Secretary of Commerce is urged to return the IFQ Proposal to the
North Pacific Fishery Management Council until the traditional
management methods have been analyzed and compared to the IFQ
Proposal with a clear decision as to which is the superior methods of
managing the halibut and black cod fisheries before being returned to the
Secretary for approval of the superior methodology.
