A RESOLUTION CONCERNING BUILDING SECURITY
WHEREAS, the Kodiak Island Borough Assembly is entrusted with the responsibility
for enacting rules for orderly conduct of public business; and
WHEREAS, the Kodiak Island Borough is authorized to regulate the use of its
property, including the Kodiak Island Borough building and the assembly
chambers; and
WHEREAS, on April 17, 1992, during a regular borough assembly meeting, Gilbert
Wilson entered the meeting and placed the mayor in danger of physical
injury by throwing a walkman -type radio at the mayor; and
WHEREAS, Mr. Wilson's violent action endangered not only the mayor but also
members of the public and the assembly; and
WHEREAS, Mr. Wilson's violent action interferes with the entitlement of the
assembly and the public to assemble peaceably for the conduct of public
business;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: Gilbert Wilson shall not enter upon the premises commonly referred to
as the Kodiak Island Borough building located at 710 Mill Bay Road,
Kodiak, Alaska 99615 (Lot 7A, United States Survey 2538AB) for a
period of ninety (90) days.
Section 2:
After the expiration of the ninety (90) day period, Gilbert Wilson shall not
enter upon the premises commonly referred to as the Kodiak Island
Borough building until he has taken the opportunity to meet with the
presiding officer of the Kodiak Island Borough Assembly to determine
procedures adequate to protect public safety.
Section 3: The mayor is authorized to designate an agent to deliver a copy of this
resolution to Mr. Wilson.

Section 4: The mayor is authorized to seek any appropriate remedy, including a
restraining order, pursuant to Kodiak Island Borough Code 18.35.050
and Alaska Statutes 29.25.070 upon any violation or threatened
violation of this resolution.
