A RESOLUTION AGREEING TO COOPERATE WITH SWAMC IN THE SUBMISSION
OF AN APPLICATION FOR A RURAL DEVELOPMENT ASSISTANCE (RDA)
GRANT PROGRAM
WHEREAS, the Kodiak Island Borough (KIB) and the Southwest Alaska Municipal
Conference (SWAMC) have identified the need in the Kodiak Island
communities to expand economic opportunities; and
WHEREAS, KIB contemplates submitting on behalf of SWAMC an application for
RDA grant funds from the Alaska Department of Community and
Regional Affairs (DCRA) for the purpose of meeting such needs; and
WHEREAS, KIB and SWAMC understand that KIB will act as the applicant and will
have the ultimate responsibility to assume all obligations under terms of
the grant, including assuring compliance with all applicable laws and
program regulations and performance of all work in accordance with the
application.
WHEREAS, it is understood that KIB and DCRA will have access to all participants'
grant records and authority to monitor all activities.
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: The KIB and SWAMC must assure that the KIB will receive specific
economic development benefit for the residents of the Kodiak Island
communities for the specified period of time of this project.
Section 2: The KIB and SWAMC agree to cooperate in the submission of an
application for such RDA grant funds, and agree to cooperate in
implementation of the submitted RDA grant program, as approved by the
DCRA.
Section 3: The Mayor of the Kodiak Island Borough will be the contact person for
this project, assisted by the Executive Director of SWAMC.

Section 4: Nothing contained in this agreement shall deprive any municipality of any
power of zoning, development control, or other lawful authority which
it presently possesses.
