1991-56 Declaring that an Economic Crisis Exists in the Kodiak Island Area and Requesting a Crisis Intervention Program.Introduced by: Mayor Selby Requested by: City of Port Lions Drafted by: City of Port Lions Introduced: 11/07/91 Adopted: 11/07/91 KODIAK ISLAND BOROUGH RESOLUTION NO. 91-56 A RESOLUTION DECLARING THAT AN ECONOMIC CRISIS EXISTS IN THE KODIAK ISLAND AREA AND REQUESTING A CRISIS INTERVENTION PROGRAM WHEREAS, the pink salmon fisheries in the Kodiak Island area waters is the predominant salmon fishery in the region; and WHEREAS, the actual harvest level of the 1991 pink salmon season fell below the State of Alaska Fish & Game projected quota; and WHEREAS, the extremely low salmon prices paid to salmon fishermen by processors further compounds the economic condition; and WHEREAS, many community households are dependent on that season for the majority of the total annual income; and WHEREAS, the economic situation being experienced by residents in the Kodiak Island area and other coastal communities is at such a magnitude that households face electrical shut-off, loss of credit to purchase fuel oil and groceries, defaulting on vessel and gear loans, and eviction from federally subsidized housing; NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THAT: Section 1: A state of economic crisis exists in the Kodiak Island area, including the communities of Kodiak, Port Lions, Ouzinkie, Larsen Bay, Old Harbor, Akhiok, Karluk, and other coastal -area communities. Kodiak Island Borough, Alaska Resolution No. 91-56 Page 1 of 2 Section 2: Senator Fred Zharoff, Representative Cliff Davidson, Governor Walter Hickel, and the U. S. Congressional Delegation of Alaska are hereby notified of the economic situation of the Kodiak Island area, including the communities of Kodiak, Port Lions, Ouzinkie, Larsen Bay, Old Harbor, Akhiok, Karluk, and other coastal -area communities and are requested to immediately respond with a crisis intervention program to offset the severe economic conditions being experienced by its citizenry.
