RESOLUTION NO. 91-54
A RESOLUTION RATIFYING AND CONFIRMING THE RESULTS
OF THE MUNICIPAL ELECTION HELD OCTOBER 1, 1991
WHEREAS, the Kodiak Island Borough held a Regular Election on October 1, 1991,
at which time candidates for the following offices to be filled were voted
on:
Borough Assembly - Two (2) three-year terms
School Board - Two (2) three-year terms
Bay View Road Service Area - Two (2) three-year terms
Fire Protection Area No. 1 - Two (2) three-year terms
Monashka Bay Road Service Area - Two (2) three-year terms
Service District No. 1 - Two (2) three-year terms
Womens Bay Service Area - Two (2) three-year terms
Womens Bay Service Area - One (1) two year term
and the following question: Proposition No. 1
"Shall the Kodiak Island Borough Assembly continue with its present
apportionment of the Assembly, in that it consists of seven (7)
members? All seven (7) members are elected at -large."
and the following question to the voters in proposed Service District No.
2:
"Shall the Kodiak Island Borough exercise the powers necessary to
provide water and sewer services within the area indicated on the
attached map?" (The map accompanied the ballot); and
WHEREAS, the Canvassing Board of the Kodiak Island Borough met on October 7
and 8, 1991, and tallied the votes of Questioned Ballots and Absentee
Ballots together with votes counted on election night; and

NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND
BOROUGH THAT:
Section 1: The Assembly finds that the Municipal Election of October 1, 1991, was
validly held and hereby ratifies and declares the results of the election.
Section 2: In the Borough -wide election for Assembly, Gordon J. Gould and Mike
Milligan were elected to three-year terms, having received the highest
vote tallies.
Section 3: In the Borough -wide election for School Board, Alice Knowles and
Norman Wooten were elected to three-year terms, having received the
highest vote tallies.
Section 4: In the Bay View Road Service Area, Reed Oswalt and Ken Minks were
elected to three-year terms, having received the highest vote tallies.
Section 5: In the Fire Protection Area No. 1, John T. Shank and Bill Swearingin
were elected to three-year terms, having received the highest vote
tallies.
Section 6: In the Monashka Bay Road Service Area, Roger F. Blackett and Gregg
Razo were elected to three-year terms, having received the highest vote
tallies.
Section 7: In Service District No. 1, Dan Moen and Emil Norton were elected to
three-year terms, having received the highest vote tallies.

Section 8: In the Womens Bay Service Area, Bill Farling and George Lee were
elected to three-year terms, having received the highest vote tallies.
Section 9: In the Womens Bay Service Area, Brian Stevens was elected to a two-
year term, having received the highest vote tallies.
Section 10: In the Borough -wide vote, Proposition No. 1, the question on continuing
with the present apportionment of the Assembly, was approved by
voters areawide.
Section 11: In the proposed Service District No. 2 area vote, the question on
exercising powers necessary to provide water and sewer services, was
approved by the voters in the proposed area.
PASSED AND APPROVED THIS 17th DAY OF OCTOBER, 1991.
