1991-37 Authorizing the Collection of Fees to Off-Set a Portion of the Cost of the Junk Removal Program.Introduced by: Mayor Selby Requested by: Community Development Department Drafted by: Associate Planner Introduced: 08/15/91 Adopted: 08/15/91 KODIAK ISLAND BOROUGH RESOLUTION NO. 91-37 A RESOLUTION AUTHORIZING THE COLLECTION OF FEES TO OFF -SET A PORTION OF THE COST OF THE JUNK REMOVAL PROGRAM WHEREAS, the Kodiak Island Borough Junk Removal Program was established in 1982 (Ord. 82-4-0); and WHEREAS, the Program has been completely subsidized by the Borough since it's inception; and WHEREAS, the Borough has made it a policy that solid waste disposal services should be run on an enterprise fund basis; and WHEREAS, collection of a fee to partially off -set the cost of the Program will place some responsibility on the owners of the "junk" for its disposal; and WHEREAS, contractors working with the Borough, implementing the Program, have recommended over the years that a fee be charged by the Borough for this disposal service; and WHEREAS, the average cost of towing and disposal of a junk vehicle is eighty dollars ($80.00); NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH THAT: Section 1: A fee of twenty dollars ($20.00) per junk vehicle or twenty-five percent (25%) of the cost of the removal of non -vehicle junk is hereby established; and Section 2: A fee that represents the full cost of towing and disposal, for vehicles and non -vehicle items abandoned or stored on public property, including road rights-of-way, without permission, is hereby established.
