RESOLUTION NO. 91-18
A RESOLUTION ENDORSING THE PROPOSAL TO ESTABLISH A SPILL
PREVENTION AND RESPONSE CENTER FOR LOWER COOK INLET IN SELDOVIA
WHEREAS, there is a large amount of oil and other hazardous materials moving into
and out of Cook Inlet by tankers and other vessels; and
WHEREAS, there is a significant risk of a marine spill in the waters of the northern Gulf
of Alaska, lower Cook Inlet, and Kachemak Bay; and
WHEREAS, a spill of oil or other hazardous substances into these waters presents a
threat to the environment, subsistence, economic livelihood, and recreation
of the residents of the area; and
WHEREAS, there is no present capacity of immediate response to a spill in the waters
of lower Cook Inlet or Kachemak Bay; and
WHEREAS, there is no present tug capacity to respond to and assist a distressed tanker
in the waters of the northern Gulf of Alaska, Cook Inlet, or Kachemak Bay
thus preventing a spill; and
WHEREAS, spill response centers have been established or improved in Valdez, Nikiski,
and other areas of the country since the grounding of the EXXON VALDEZ;
and
WHEREAS, the S.O.S. Team has been established as a non-profit corporation in
Seldovia, Alaska for the purpose of becoming a spill prevention and
response center for the waters of the northern Gulf of Alaska, lower Cook
Inlet, and Kachemak Bay; and

WHEREAS, the S.O.S. Team have been recognized for the training, experience, and
commitment they have put into preparation for the prevention and response
to future spills; and
WHEREAS, the S.O.S. Team has produced a Proposal for an Area Spill Prevention and
Response Center for lower Cook Inlet to be located in Seldovia;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK
ISLAND BOROUGH THAT:
The S.O.S. Team's Proposal for an Area Spill Prevention and Response
Center for lower Cook Inlet is endorsed and the oil industry is strongly encouraged to fund
this proposal.
