RESOLUTION NO. 91-17
A RESOLUTION SUPPORTING FUNDING FOR PUBLIC EDUCATION EFFORTS
RELATED TO ENVIRONMENTALLY RESPONSIBLE OIL AND GAS DEVELOPMENT
OF THE ARCTIC NATIONAL WILDLIFE REFUGE COASTAL PLAIN
WHEREAS, the Arctic National Wildlife Refuge (ANWR) includes more than 18 million
acres of land, amounting to approximately five percent of the entire state
landmass; and
WHEREAS, the Coastal Plain is approximately eight percent of the refuge, it is
considered to be highly prospective for the discovery of large quantities of
oil and gas; and
WHEREAS, national energy security depends on the development of domestic oil and
gas resources to replace depleted U.S. reserves; and
WHEREAS, the Nation stands to derive revenues including portions of bonuses,
royalties, and rents from oil and gas development; and
WHEREAS, opening the ANWR Coastal Plain to further environmentally responsible
exploration, development, and production will generate increased
employment and business opportunities for all Alaskans and all Americans;
and
WHEREAS, Congress has reserved the discretion to decide if the 1.5 million acres will
be opened to further environmentally responsible exploration, development,
and production; and
WHEREAS, it is necessary to build understanding through the public education process
so that facts and correct information may be disseminated in a proper and
coordinated manner; and
WHEREAS,it is important to educate Alaskans, Congress, and the Nation about this
significant issue so that our leaders may make an informed decision;

NOW, THEREFORE, BE IT RESOLVED THAT THE KODIAK ISLAND BOROUGH
ASSEMBLY supports funding for public education efforts related to
environmentally responsible oil and gas development of the Arctic National
Wildlife Refuge Coastal Plain.
