RESOLUTION NO. 91-15
A RESOLUTION SUPPORTING AN INCREASE IN THE LEVEL OF FUNDING
PROPOSED BY THE GOVERNOR FOR KODIAK COLLEGE AND
THE FISHERY INDUSTRIAL TECHNOLOGY CENTER
WHEREAS, Kodiak College provides the Kodiak Island Borough with important
educational programs, including adult basic education, associate degrees
in general and business areas, selected upper—division and graduate
courses, literacy programs, vocational skills, clerical certificates, and
personal improvement courses; and
WHEREAS, Kodiak College programs annually enroll 14% of the local adult population;
and
WHEREAS, the residents of the Kodiak Island Borough benefit by the numerous
community service programs provided by Kodiak College such as visiting
lecturers, literary readings, library resources, fishery symposiums, facilities
sharing, television programming, office and management seminars, non—
credit courses, theater productions, performances by guest artists, and
small business development workshops; and
WHEREAS, Kodiak College is operating at a budget level below that of 1984; yet Fall
1990 enrollments were up by 22%, with 828 students enrolled for 2,640
credit hours of instruction; and
WHEREAS, Kodiak College tuition has increased by 43% in the past five years due to
pressures of declining funding; and
WHEREAS, previous funding cuts have reduced Kodiak College staff levels to the point
that the Governor's proposed budget will force deleting part—time teachers
and reduce the variety of courses that may be offered; and
WHEREAS, the Fishery Industrial Technology Center officially opened on March 14,
1991, to provide for the development of Alaska's future through the fishing
industry; and

WHEREAS, the Fishery Industrial Technology Center is the key component to the
enhancement of the technological competitiveness of Alaska's seafood
industry by providing training and supporting research; and
WHEREAS, the Governor's proposed budget would delete an important new chemist
position at the Fishery Industrial Technology Center, thereby reducing the
expediency of research;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK
ISLAND BOROUGH:
Section 1. That the Governor's proposed level of funding for Kodiak College and the
Fishery Industrial Technology Center be increased to maintain the important
education services provided to the Kodiak Island Borough community and
the State of Alaska.
Section 2. That the Kodiak Island Borough Assembly urge all citizens of the Kodiak
Island Borough to advise the Governor and Legislators to increase the
proposed level of funding for these vital educational services.
