1991-10 Authorizing Submission of Application for a Community Development Block Grant (CDBG) for Island Provider under the DCRA/Rural Development Fund Program.By: Mayor Selby Requested by: Mark Olsen Prepared by: Borough Clerk Introduced: 03/21/91 Adopted: 03/21/91 KODIAK ISLAND BOROUGH RESOLUTION NO. 91-10 A RESOLUTION AUTHORIZING SUBMISSION OF APPLICATION FOR A COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) UNDER THE DCRA/RURAL DEVELOPMENT FUND PROGRAM (ISLAND PROVIDER) WHEREAS, CDBG funds are available to support economic development projects which are ready to implement and for which jobs created or retained will be made available to lower income persons; and WHEREAS, Island Provider's Rural Development Fund Project represents acommitment of private resources towards enhancing the vitality of the area and expanding the employment opportunities in the local area; and WHEREAS, it is necessary that certain conditions be met as part of the application requirements; and WHEREAS, the Kodiak Island Borough will provide citizens with reasonable notice of, and an opportunity to comment on, any substantive change proposed from one eligible activity to another; and WHEREAS, the Kodiak Island Borough shall agree to comply with all applicable federal and state regulations in the event that this application is selected for funding, including federal and state regulations in regard to the environmental impact of the project; and WHEREAS, the Kodiak Island Borough will provide opportunities for citizen participation in accordance with the CDBG Citizen Participation Plan, and has complied with all applicable public requirements; and WHEREAS, the Kodiak Island Borough will conduct and administer its program in conformance with Title VI and Title VIII of the Civil Rights Act of 1964, and affirmatively further fair housing; and WHEREAS, the Kodiak Island Borough Community Development Block Grant project will not result in the displacement of persons, or use of CDBG funds for public improvements; Kodiak Island Borough, Alaska Resolution No. 91-10 Page 1 of 2 NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KODIAK ISLAND BOROUGH: Section 1. Mark Olsen, owner of Island Provider, is authorized to submit an application to the Department of Community and Regional Affairs on behalf of the Kodiak Island Borough in the amount of $100,000 to assist with the Rural Development Fund Project of Island Provider. Section 2. Kodiak Island Borough Mayor Jerome Selby is hereby authorized to provide such additional information as may be necessary to secure approval of this grant application. Section 3. The Kodiak Island Borough is authorized to enter into an agreement with the Department of Community and Regional Affairs for the funding and administration of the Rural Development Fund project upon review and approval of the grant documents by the Kodiak Island Borough Mayor Jerome Selby.
