RESOLUTION NO. 91-09
A RESOLUTION SUPPORTING SENATE BILL 54,
SCHOOL FOUNDATION FUNDING
WHEREAS, the Kodiak Island Borough School District and all other school districts in
Alaska received a ten per cent reduction in foundation support in 1986; and
WHEREAS, the state foundation support has remained at the $60,000 unit value for the
last five years; and
WHEREAS, costs of delivering quality education have increased significantly in the last
several years; and
WHEREAS, school boards are attempting to implement new programs including
counseling services, smaller class sizes, drug and alcohol programs and
alternative programs for students "at risk", many of which are mandated by
the legislature; and
WHEREAS, schools are being asked to meet more and more needs of children; and
WHEREAS, program planning needs to occur as soon as possible;
NOW, THEREFORE, BE IT RESOLVED THAT THE ASSEMBLY OF THE KODIAK
ISLAND BOROUGH feels that Senate Bill 54 best provides adequate
funding to meet the educational needs of Alaska's children.
