1990-70 Authorizing an Application for Funding Assistance for an Outdoor Recreation Project to the State Liaison Officer as Provided by the Land and Water Conservation Fund.Introduced by: Mayor Selby Requested by: Kodiak Island Sportsmens Association Date: 11/20/90 Adopted: 11/20/90 KODIAK ISLAND BOROUGH RESOLUTION NO. 90-70 A RESOLUTION AUTHORIZING AN APPLICATION FOR FUNDING ASSISTANCE FOR AN OUTDOOR RECREATION PROJECT TO THE STATE LIAISON OFFICER AS PROVIDED BY THE LAND AND WATER CONSERVATION FUND WHEREAS. the Land and Water Conservation Fund Act of 1965 created a grants-in-aid fund to assist with meeting present and future outdoor recreation needs; and WHEREAS, under the provisions of the Land and Water Conservation Fund, federal funding assistance has been authorized and made available to aid in financing the cost of land for outdoor recreation use and the development of outdoor recreation facilities; and WHEREAS, a Community outdoor recreation need in the Recreation Plan; and Rifle Range is included as an Statewide Comprehensive Outdoor WHEREAS, it is in the best public interest to acquire and develop the land legally described as Lot 9, U.S. Survey No. 2539, Alaska, for a Community Rifle Range; and WHEREAS, the development of a Community Rifle Range would provide a safe, wholesome outdoor recreation experience for our local residents and visitors by promoting firearm safety training, civilian marksmanship, and hunter safety; and Resolution No. 90-70 Page 1 of 3 WHEREAS, a Community Rifle Range on Kodiak Island would be one of three 500 yard ranges in the State and the only one open for use by the general public including law enforcement agencies and military services; and WHEREAS, the Kodiak Island Borough would like to provide an opportunity to expand the scope of leisure activities available to the local community and develop an accessible recreation site for the State of Alaska, as well as meet the needs of the military units in Alaska; and WHEREAS, the United States Coast Guard, Alaska National Guard, National Rifle Association, Alaska State Rifle and Pistol Association, and Kodiak Island Sportsman Association have demonstrated support for this grant; NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly, that 1. The Borough Mayor be authorized to submit a formal application to the State Liaison Officer for funding assistance. 2. Any funding assistance received will be used in the acquisition or development of the land legally described as Lot 9, U.S. Survey 2539, Alaska, for a Community Rifle Range. 3. The Borough's share for the project be derived from the Land Sale Fund. 4. Any property acquired with financial support through the State Liaison Officer be placed in use as an outdoor recreation facility and be retained in such use in perpetuity unless as otherwise provided and agreed to by the Borough Assembly, the State Liaison Officer, or the Heritage Conservation and Recreation Service. 5.
