RESOLUTION NO. 90-63
A RESOLUTION URGING THE RESTORATION OF FULL FUNDING
FOR SCHOOL DISTRICTS BY THE SEVENTEENTH LEGISLATURE
WHEREAS, the Kodiak Island Borough Assembly believes that
in order to continue the efforts of the School District to improve
student performance, address the growing needs of education in
social issues, and be successful with students -at -risk, full state
funding of education is absolutely necessary; and
WHEREAS, student funding in Alaska has been continually
declining since 1986, yet the demands for new programs and
compliance with new statutes and regulations have continued to
increase; and
WHEREAS, the Kodiak Island Borough and its residents
continue to strongly support education and the instructional
programs run by the schools; and
WHEREAS, Governor Cowper's vetoes on the education budget
resulted in a net reduction of nearly $250,000 in foundation
funding and pupil transportation, not including debt retirement
reductions; and
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island
Borough Assembly strongly requests that every effort be made to
restore full funding to the school foundation formula, debt
service, and pupil transportation, as the restoration of these

funds is absolutely essential to continue our efforts to improve
student academic performance in the District and throughout Alaska.
