RESOLUTION NO. 90-56
A RESOLUTION SUPPORTING A TEN-YEAR PROGRAM TO PROVIDE
MATCHING FINANCING TO MUNICIPALITIES FOR MAJOR MAINTENANCE
AND NEW CONSTRUCTION OF PORT AND HARBOR FACILITIES
WHEREAS, port and harbor facilities in the Southwest
Alaska region are in need of major maintenance or replacement in
order to provide safe and efficient service to marine and
riverfront communities; and
WHEREAS, new construction is failing to keep up with
increasing demands for docks, floats, utilities, and related port
and harbor facilities in the region are not being met by the
current financial sources available to our municipalities; and
WHEREAS, the Kodiak Island Borough finds that an
incremental approach to meeting these needs is totally inadequate
for economic well-being and that there is a need for a ten-year
state funded program to provide the means to address long term
needs; and
WHEREAS, the Borough supports the goals of the statewide
Ports and Harbors Task Force to perform major maintenance and new
construction and provide for reasonable and balanced fees and
charges;
NOW, THEREFORE, BE IT RESOLVED the Kodiak Island Borough
Assembly recommends a major funding program of at least $200
million for these facility needs over the next ten years, either
through state bonds, revolving loan or appropriations or other
suitable means selected by the Governor and Legislature.
