1990-54 Supporting Adequate Funding for the Alaska Regional Development Organization Program.By: Mayor Selby Introduced: 09/20/90 Adopted: 09/20/90 KODIAK ISLAND BOROUGH RESOLUTION NO. 90-54 A RESOLUTION SUPPORTING ADEQUATE FUNDING FOR THE ALASKA REGIONAL DEVELOPMENT ORGANIZATION PROGRAM WHEREAS, the Kodiak Island Borough supports programs and policies that promote the creation and implementation of community based economic development programs; and WHEREAS, in 1988 the Alaska Regional Development Organization (ARDOR) program was established within the Alaska Department of Commerce and Economic Development; and WHEREAS, the purpose of the ARDOR program is to facilitate economic development at regional and local levels by establishing a network of regional development organizations s designed to advance local control of economic development efforts, and increase the flow and retention of dollars in local economies; and WHEREAS, the ARDORs are designed to play a critical role in the formulation of state economic development policy and in the delivery of economic and business development services within the regions; and WHEREAS, the ARDOR program provides matching grants of up to $50,000 per year for financial assistance to each designated regional development organization; and WHEREAS, funding for the ARDOR program was $300,000 for this year, which provides full funding for six regional development organizations; and Resolution No. 90-54 Page 1 of 2 WHEREAS, the authorizing legislation allows for a maximum of fifteen regional development organizations to be funded in any year; and WHEREAS, there are eight designated and funded regional development organizations now in operation; and WHEREAS, the Division of Economic Development within the Department of Commerce and Economic Development, which administers the ARDOR program, estimates that at least thirteen regional development organizations will be operational within the next year; and WHEREAS, qualification and designation as an ARDOR will better enable the region to gain approval as an Economic Development District by the Economic Development Administration; NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough Assembly urges the Governor and the Alaska State Legislature to fully fund $650,000 in Fiscal Year 1992 for matching grants to thirteen regional development organizations to be administered through the ARDOR program.
