1990-49 Calling for Realistic Application of New Solid Waste Disposal Regulations to Southwest Communities by the Alaska Department of Environmental Conservation and the U.S. Environmental Protection Agency.By: Mayor Selby Introduced: 09/20/90 Adopted: 09/20/90 KODIAK ISLAND BOROUGH RESOLUTION NO. 90-49 A RESOLUTION CALLING FOR REALISTIC APPLICATION OF NEW SOLID WASTE DISPOSAL REGULATIONS TO SOUTHWEST COMMUNITIES BY THE ALASKA DEPARTMENT OF ENVIRONMENTAL CONSERVATION AND THE U.S. ENVIRONMENTAL PROTECTION AGENCY WHEREAS, the communities of Southwest Alaska are committed to the need for adequate solid waste disposal facilities in their communities; and WHEREAS, the communities of Southwest Alaska are working with local fishermen and processors to reduce the occurrence of marine debris at sea; and WHEREAS, the topography, availability of local funds, and other factors constrain the ability of many Southwest Alaska communities to provide and maintain adequate solid waste disposal facilities onshore under current regulations; and WHEREAS, the Alaska Department of Environmental Conservation and the U.S. Environmental Protection Agency are considering implementation of new solid waste disposal regulations which would severely burden small, remote communities such as those in Southwest Alaska; NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough Assembly urges the Alaska Department of Environmental Conservation to implement a waiver system which would encourage prudent solid waste disposal practices and facilities in the communities of Southwest Alaska, yet not unduly burden their ability to fund and operate them. BE IT FURTHER RESOLVED that the Kodiak Island Borough Resolution No. 90-49 Page 1 of 2 Assembly agrees to assist the Alaska Department of Environmental Conservation to implement a reasonable regulatory system under the new regulations promulgated by the U.S. Environmental Protection Agency. BE IT FURTHER RESOLVED that the Kodiak Island Borough Assembly recommends ADEC convene a solid waste management planning effort with appropriate federal state, and local governments to come up with realistic regulations and plan of action for achieving financing and long term management of solid waste in Alaskan communities.
