1990-47 Calling for a Stop to Contradictory Enforcement of Air and Water Quality Regulations by the Alaska Department of Environmental Conservation.By: Mayor Selby Introduced: 09/20/90 Adopted: 09/20/90 KODIAK ISLAND BOROUGH RESOLUTION NO. 90-47 A RESOLUTION CALLING FOR A STOP TO CONTRADICTORY ENFORCEMENT OF AIR AND WATER QUALITY REGULATIONS BY THE ALASKA DEPARTMENT OF ENVIRONMENTAL CONSERVATION WHEREAS, shore -based processors in many Southwest Alaska communities are installing fish meal plants to process 100% of the fish waste from their processing operations, reduce local water quality impacts, and comply with Alaska Department of Environmental Conservation (ADEC) water quality regulations; and WHEREAS, the installation and operation of these fish meal plants represent a significant capital investment by shore - based processors and will result in important additions to local tax bases and increased employment opportunities; and WHEREAS, these fish meal plants require substantial inputs of electrical energy which has resulted in processors upgrading their power plants to provide the necessary power; and WHEREAS, the Air Quality section of ADEC has disallowed the operation of these fish meal plants until the necessary permits have been acquired; and WHEREAS, it is the policy of the State of Alaska and the Southwest Alaska Municipal Conference to encourage and facilitate onshore bottomfish processing development; NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough Assembly strongly urges the Governor of Alaska immediately address this matter, obtain necessary data to determine the likelihood and extent of air pollution problems in Southwest Alaska Resolution No. 90-47 Page 1 of 2 due to fish meal plant operations, and work cooperatively with onshore processors to address any problems identified. BE IT FURTHER RESOLVED that the fish meal plants in question in Alaska communities be allowed to operate while the Governor is addressing and quantifying the extent of air quality problems.
