1990-27 Supporting Senate Bill 468 Relating to Duties of the Department of Military and Veterans AffairsBy: Mayor Selby Introduced: 04/05/90 Adopted: 04/05/90 KODIAK ISLAND BOROUGH RESOLUTION NO. 90-27 A RESOLUTION SUPPORTING SENATE BILL 468 RELATING TO DUTIES OF THE DEPARTMENT OF MILITARY AND VETERAN'S AFFAIRS AND THE DEPARTMENT OF ENVIRONMENTAL CONSERVATION IN RELATION TO OIL, HAZARDOUS SUBSTANCES, AND RADIOACTIVE MATERIAL WHEREAS, currently the State Department of Environmental Conservation responds to emergency situations relating to oil discharge, release of hazardous materials, or discharge of radioactive material; and WHEREAS, the Department of Military and Veteran's Affairs, the department responsible for the National Guard and the Division of Emergency Services is trained and equipped to handle emergencies; and WHEREAS, Senate Bill 468 proposes: 1. The establishment of an oil and hazardous substance response office in the Division of Emergency Services, Department of Military and Veteran,s Affairs; 2. That the new office prepare, review, and revise the state,s master oil and hazardous substance discharge and prevention contingency plan; 3. The new office will be responsible for containing, clean-up, and take other necessary actions to address a release or threatened release of oil or a hazardous substance that is within the jurisdiction of the Division of Emergency Services. NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough Assembly urges the passage of SB 468. Resolution No. 90-27 Page 1 of 2 BE IT FURTHER RESOLVED, that copies of this resolution shall be sent to the Honorable Steve Cowper, Governor, State of Alaska, Dennis D, Kelso, Commissioner, Department of Environmental Conservation, Major Colonel John W. Schaeffer, Adjutant General and Commissioner, Department of Military and Veteran's Affairs, the Honorable Drue Pearce, Chairperson, Senate Special Subcommittee on Oil and Gas, the Honorable Bettye Fahrenkamp, Chairperson, Senate Resources Committee, the Honorable Cliff Davidson and the Honorable Curt Menard, Co -Chairpersons of the House Resource Committee, and all members of the Interior Delegation.
