RESOLUTION NO. 90-16
A RESOLUTION CALLING FOR THE DEVELOPMENT OF A
HOME RULE CHARTER TO BE INCLUDED WITH THE PETITION FOR
CONSOLIDATION OF THE BOROUGH AND THE CITY OF KODIAK AND
CALLING FOR A SPECIAL ELECTION AND PLACING THE QUESTION OF
FORMATION OF A CHARTER COMMISSION ON THE BALLOT
WHEREAS, the voters of the Kodiak Island Borough on
October 3, 1987 voted for the formation of a committee to study
consolidation of the borough and the City of Kodiak; and
WHEREAS, the question passed by a vote of 1392 to 771;
and
WHEREAS, the Consolidation Committee began meeting in
January 1988 and met twice a month for eighteen months; and
WHEREAS, the Consolidation Committee's recommendation was
to place an advisory question of consolidation on the October 3,
1989, ballot; and
WHEREAS, the best interests of the residents of the
community in efficient government will be served by consolidating
the Borough and the City of Kodiak into a single unit of home rule
government; and
WHEREAS, the Borough is authorized by law to petition the
Local Boundary Commission to consolidate the Borough and the City;
and
WHEREAS, the Local Boundary Commission has directed the
inclusion of a proposed home rule charter with a petition for
consolidation; and
WHEREAS, the diverse needs and interests of residents of
the Borough and the City are recognized; and
WHEREAS, to meet the diverse needs and interests to the
residents of the Borough and the City, a charter commission should
be formed of persons from the various areas within the proposed
boundaries of the consolidated municipality;

NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island
Borough Assembly that a home rule charter shall be developed which
will be included with the petition to the Local Boundary Commission
for the consolidation of the Borough and the City of Kodiak; and
BE IT FURTHER RESOLVED that a special election to form
a charter commission to develop the home rule charter which will
be submitted with the petition for consolidation be held in the
Kodiak Island Borough on May 1, 1990, to be conducted by -mail in
accordance with Borough Code; and
BE IT FURTHER RESOLVED that the following proposition be
placed before the voters as provided by law:
"Shall a Charter Commission be formed (and Charter
Commission Members be elected as elsewhere provided on
this ballot) to prepare a home rule charter (another
election will be required to authorize approval of the
consolidation of the City of Kodiak and the Borough and
this charter) which will be included with the petition
to the Local Boundary Commission for the consolidation
of the Borough and the City of Kodiak as a single unit
of Home Rule Government?"
