RESOLUTION NO. 90-15
A RESOLUTION REQUESTING THE DEPARTMENT OF EDUCATION
TO CHANGE THEIR PRESENT CHECK WRITING PROCESS
TO ALLOW FOR WIRE TRANSFERS
WHEREAS, the Department of Education and other state
departments continue to write checks of significant dollar value;
and
WHEREAS, this procedure is unnecessarily cumbersome and
expensive from purchase, mailing, lost mail, stop payment, reissue,
reconciliation; and
WHEREAS, the automated clearing house (ACH) and branches
of such have been in business for a number of years and electronic
fund transfer (EFT) has been the accepted practice for movement of
large sums of money since the 196O's; and
WHEREAS, the local municipality has difficulty enough
planning their cash management as is without the uncertainty of
mails in the vast State of Alaska with its unpredictability of
delays from weather and forces of nature;
NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island
Borough Assembly that the Department of Education is requested to
change its operating procedures to wire funds, to all entities that
so request, for any amount in excess of $50,000.00
