RESOLUTION NO. 90-11
A RESOLUTION SUPPORTING PLACING AN EDUCATION AMENDMENT
TO THE STATE CONSTITUTION ON THE NOV. 1990 BALLOT
WHEREAS, Alaska's public elementary and secondary schools
are now supported by oil-based revenue; and
WHEREAS, about 25 percent of each year's state
expendutires are for public education, which is mandated by the
state constitution; and
WHEREAS, it is estimated that with ten years Prudhoe Bay
production will drop by almost half; and
WHEREAS, that decline, coupled with fluctuating local
property values and incresingly more unpredictable federal funding
for education makes the future of Alaska's schools' funding very
uncertain;
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island
Borough Assembly supports the Governor's efforts to encourage the
Alaska State Senate to approve the constitutional amendment to be
placed on the November 1990 general election ballot for the people
of Alaska to decide if they want the education endowment fund.
