1990-10 Urging the Board of Regents of the University of Alaska to Name the Fisheries Industrial Technology Center Building for Alfred A. Owen.By: Mayor Selby Introduced: 01/18/90 Adopted: 01/18/90 KODIAK ISLAND BOROUGH RESOLUTION NO. 90-10 A RESOLUTION URGING THE BOARD OF REGENTS OF THE UNIVERSITY OF ALASKA TO NAME THE FISHERIES INDUSTRIAL TECHNOLOGY CENTER BUILDING FOR ALFRED A. OWEN WHEREAS, Alfred A. Owen first came to Alaska in 1939 after attending the University of Washington, majoring in business administration and economics; and WHEREAS, he was given the responsibility for the territorial employment office in Kodiak, and during World War II he served as War Manpower Commissioner in Fairbanks; and WHEREAS, at the conclusion of the war, Al operated the F/V Marmot, a purse seiner, out of Kodiak; and WHEREAS, at the request of friends, he successfully ran for the territorial legislature and was elected to the House in 1948, serving in 1949 and 1950; and WHEREAS, he served as business agent for the United Fishermen of Cook Inlet, the Port of Anchorage, and the Port of Whittier, and served on the councils of the City of Anchorage and City of Kodiak; and WHEREAS, Al was elected to the Senate in 1956 and served in the 23rd Territorial Legislature where he was an active and outspoken advocate for statehood; and WHEREAS, he served in the Senate of the first four legislatures, leaving the legislature in 1966; and Resolution No. 90-10 Page 1 of 2 WHEREAS, Al continued to serve Alaska as an appointed member of the North Pacific Fisheries Commission, and WHEREAS, Al wrote the original legislation which established the Alaska Department of Fisheries and introduced legislation concerning many other fisheries issues; and WHEREAS, Alfred A. Owen was a true Alaskan pioneer who met each challenge with vigor, enthusiasm, and hope; whose spirit and vitality to build a better Alaska should be remembered; and WHEREAS, Al put more than forty years of concern and effort into fisheries management in Alaska; NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assembly that the Board of Regents of the University of Alaska is urged to recognize the many years of service to Alaskans in the fisheries industry and name the Fisheries Industrial Technology Center building now under construction the Alfred A.
