RESOLUTION 90-09
A RESOLUTION URGING THE ESTABLISHMENT OF A
KATMAI NATIONAL PARK COASTAL DISTRICT OFFICE IN KODIAK
WHEREAS, the coastal zone of Katmai National Park is
encompassed within and considered an integral part of the Kodiak
Island Borough; and
WHEREAS, the people of Kodiak have ancient cultural ties
to the coastal areas of Katmai National Park; and
WHEREAS, the streams, marshes, lagoons, tidelands, and
bays of Katmai National Park support marine life that is vital to
the commercial fishing economy of Kodiak; and
WHEREAS, the impressive scenic quality, wildlife viewing,
excellent sport fishing, boating, and other recreational
opportunities of the Katmai coast have long served Kodiak residents
and are gaining increasing general public attention and use; and
WHEREAS, the borough, city, and residents of Kodiak wish
to participate directly in the planning and implementation of
resource management, visitor services and otber management of
Katmai National Park; and
WHEREAS, the Exxon Valdez oil spill has substantially
impacted the shores and resources of Katmai National Park; and
WHEREAS, it is important that an effective and active
coastal management program for Katmai National Park be designed and
implemented to carry out research, resource management, mitigation
of oil impacts, visitor services, and planning for possible future
man-made or natural disasters; and
WHEREAS, an effective coastal management program must
include the use of a vessel designed to meet the special demands
of the Shelikof Straits and shallow waters and narrow bays of the
Katmai coast; and
WHEREAS, Kodiak is the natural base of operation for such

a vessel and coastal management program; and
WHEREAS, the National Park Service and the Borough and
City of Kodiak have established a positive and productive
foundation of cooperation in response to the Exxon Valdez oil spill
and expansion of this relationship is in the interest of all
concerned;
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island
Borough requests the Federal Government, through the U.S.
Department of the Interior and the National Park Service, to
establish a Katmai National Park Coastal District Office, Visitor
Information Center, and vessel supported coastal management program
based on the community of Kodiak; and
BE IT FURTHER RESOLVED that the Alaska Congressional
Delegation and State of Alaska take whatever steps appropriate to
achieve this end.
