1988-59 Supporting of Increased State Funding for Municipal Police Departments.A RESOLUTION SUPPORTING INCREASED STATE FUNDING
FOR MUNICIPAL POLICE DEPARTMENTS
WHEREAS, Title 47 cases are becoming an overwhelming burden to
city police departments statewide; and
WHEREAS, the Busby decision has set a legal precedent holding
municipalities legally responsible for the care and protection of inebriated
people who are unable to care for themselves; and
WHEREAS, since state statutes enable communities to prohibit the
use of alcohol within their boundaries; and
WHEREAS, many communities have chosen to prohibit importation,
sale and possession of alcohol within their boundaries; and
WHEREAS, banning consumption of alcohol is an option, not a
mandate, and some communities have not chosen to do so; and
WHEREAS, as a consequence of prohibition of alcohol consumption in
some communities, people interested in consuming alcohol travel to communities
where it is not illegal to do so, occasionally overindulge and become an
expensive burden to the police departments of those communities;
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island
Borough urges. the Alaska Legislature to recognize the urgent need to provide
additional funding for the burdens it has placed on municipalities.
