1988-58 Requesting State Action to Guarantee the Full Award of Fisheries Business Tax Revenue's Due to Municipalities.ATTEST: By: Introduced: Adopted: KODIAK ISLAND BOROUGH RESOLUTION NO. 88 -58 -R Mayor Selby 9/15/88 9/15/88 A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY REQUESTING STATE ACTION TO GUARANTEE THE FULL AWARD OF FISHERIES BUSINESS TAX REVENUES DUE TO MUNICIPALITIES WHEREAS, AS 43.75.130 provides that the state share State Fisheries Business Tax revenues with municipalities; and WHEREAS, the state collects this tax each calendar year, January 1 through December 31, and processors are required to pay the tax by March 31; and WHEREAS, the state legislature annually appropriates the amount of funds to share with municipalities, but this amount, such as occurred in FY 88, has often been less than the total amount due the municipalities; and WHEREAS, the state legislature has often had to appropriate additional monies the following fiscal year to provide municipalities their full share of tax revenues; and WHEREAS, this practice results in the state using a minimum of 18 months to award municipalities their full share of tax revenues and this action has caused financial hardships for many municipalities; NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough Assembly requests the state adopt legislation, regulations, and policies which will ensure the appropriation of the full share of State Fisheries Business Tax revenues due municipalities by August 1 of each year.
