1988-57 Supporting Increased Funding for National Marine Fisheries Service.A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY
SUPPORTING INCREASED FUNDING FOR
NATIONAL MARINE FISHERIES SERVICE
WHEREAS, research, monitoring, and surveys are necessary for the
management of the U.S. fishery resources; and
WHEREAS, the U.S. has been dependent on foreign research to
help manage the fisheries resources off Alaska; and
WHEREAS, the U.S. policy of Americanization of Alaska's fishery
resources has eliminated foreign fisheries off Alaska and eliminated foreign
nations' interests in joint research; and
WHEREAS, foreign fisheries in the Donut Hole area have not only
created an enforcement problem, but also jeopardize the U.S.'s ability to
manage its own fish stocks; and
WHEREAS, research on marine mammals is inadequate to identify the
reasons for the apparent declines in Northern fur seals and Stellar sea lions;
and
WHEREAS, the National Marine Fisheries Service faces increasing
demands for enforcement, research and monitoring; and
WHEREAS, the National Marine Fisheries Service budget has been
declining annually despite its increased responsibilities;
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island Borough
Assembly supports substantially increased budgets for National Marine
Fisheries Service to allow for adequate enforcement, monitoring and research
of and on Alaska's fisheries resources.
