A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY
URGING THE LEGISLATURE TO PASS A SUPPLEMENTAL APPROPRIATION
FOR FULL FUNDING OF THE RAW FISH TAX PROGRAM
WHEREAS, under the provision of AS 43.75.130 the Kodiak Island
Borough annually receives a significant return of raw fish tax revenues; and
WHEREAS, the amount of these revenues, as provided in the
statute, is based on the actual raw fish taxes collected from local processors;
and
WHEREAS, the State of Alaska has never returned the full amount
to the municipalities that is provided in the statutes; and
WHEREAS, the amount due to the Kodiak Island Borough as
computed by the State Department of Revenue was $1,156,268 and the state
returned the amount of $809,388, (a shortfall of some $346,880); and
WHEREAS, the amount of shortfall is almost a full mill of property
tax assessment to the people of the Kodiak Island Borough; and
WHEREAS, the tax paid by the local processors for the 1987 season
exceeded that of any prior year; and
WHEREAS, the state legislature did not appropriate a sufficient
amount to return the true amount due;
NOW, THEREFORE, BE IT RESOLVED that the Kodiak Island
Borough Assembly urges the legislature to pass a supplemental appropriation
to fully fund the raw fish tax program and promptly remit the balance due
'the Kodiak Island Borough and all other municipalities.
