RESOLUTION N0. 88 -07 -R
A RESOLUTION OF THE KOOIAK ISLAND BOROUGH ASSEMBLY URGING RESTORATION
OF THE FY87 FUNDING LEVEL FOR THE UNITED STATES COAST GUARD.
WHEREAS. the Fiscal Year 1988 budget recently adopted by Congress and
signed by President Reagan contains a cut of approximately $100 million for the
U. S. Cosst Guard; and
WHEREAS, the demand for service in Alaskan coastal waters for search
and rata and fisheries enforcement is increasing greatly; and
WHEREAS, the successful Americanization of the fisheries in the
waters of the 200 mile zone is tinily a.penaant upon U. S. Coast Guard
pressnte and enforcement activity; and
WHEREAS, tae U. S. Coast Guard in Alaska urea many lives from
sinking fishing basis each year and provides assistance which .ayes lives and
Is to many mare each year; and
WHEREAS, the number of vessels in Alaskan coastal waters have shown •
dramatic inCrtase in recent years because of the Americanization of the fishing
industry in the North Pacific; and
WHEREAS. 1 safety and the lives of crew members is such $
significant concern that F I legislation has been introduced to address
this Concerns and
WHEREAS, the budget cut has resulted in ■ proposed decrees• of
alroreft flight time of 10% and cutter patrol time by 30% as well as personnel
reduction; and
WHEREAS, the need for service indicates that the Coast Guard budget
should be Increasing in oresr to protest Unites States interut in •
m u l t i - b i l l i o n d o l l a r fishing 0000rtunity which could have a significant direct
impact on improving the United States balance of trade; and
WHEREAS, human life is too valuable to simply ignore the fact that
there will be an insrees•d need for starch and rescue and life saving as the
fishing fleet continues to increase.
NOW, THEREFORE. 8E IT RESOLVED by the Kodiak island Borough Assembir
that in the interest of Americanization of the North Pacific fisheries and
saving lives, this United States Congress, President Ronald Reagan. Secretary of
Transportation James H. Burnley, Ith and United States Coast Guard Commandant
Paul A. Yost. Jr.. be urged to work together to restore the Fiscal Year 1987
funding level to the United States Coast Guard.
