1988-06 Authorizing the Mayor to Enter into Negotiations for Contracts with the City of Old Harbor for School Construction.KODIAK ISLAND BOROUGH RESOLUTION N0. 88 -08 -R A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY AUTHORIZING THE MAYOR TO ENTER INTO NEGOTIATIONS FOR CONTRACTS WITH THE CITY OF OLD HARBOR FOR SCHOOL CONSTRUCTION. WHEREAS, the Kodiak Island Borough conducted education specification studies. sold general obligation bonds and is now designing school renovation and addition in the City of Old Harbor; and WHEREAS, the Kodiak Island Borough is very concerned that local village r esidents be employed on this project to the maximum extent possible; and WHEREAS. adequate technical expertise. bonding and insurance are n•ceasary to protect the public interest; and WHEREAS. AS 29.38.010(131 and Kodiak Island Borough Code 3.16.070(0) provide for direct negotiated contracts. NOW, THEREFORE. BE IT RESOLVED by the Kodiak Island Borough Assembly that the Mayor is authorized to enter into negotiations for • contract with the City of Old Harbor for construction of the school renovation /addition In Old Harbor with th• following requirements to be met: 1. The Old Harbor City Council must issue • Request for Proposals for Professional Construction Management Service and enter into • contract for this ureict to assure technical expertise is present on the project. All Professional construction Management Service will be subject to inspection by the Kodiak Island Borough. 2. The Old Harbor City Council must guarootoo maximum local hire for the project. 3. The Old Harbor City Council must obtain bonding and insurance cowraga for the project at the same Ievels required of other contractors. 4. The contract returned shall preunt a fixed price for construction of facilities involved. BE IT FURTHER that the Mayor is authorized to go out for bids if the negotiations brook down or reach an impasse. PASSED AND APPROVED this 21 day of January 1988.
