A RESOLUTION OF THE KODIAK ISLAND BOROUGH ASSEMBLY SUPPORTING THE
DEVELOPMENT OF A SHELLFISH MARICULTURE INDUSTRY.
WHEREAS. the Kodiak Island Borough Coastal Management Plan
identified •quaculture es a compatible activity in the coastal zone areas. and
WHEREAS, the unpolluted. productive, ice -free and protected bays of
Kodiak Island are some of the but potential sites for shellfish mariculture
in Alaska, and
WHEREAS, growing market trends and shellfish mariculture technology
progress appears to offer the potential for development of the mariculture
industry, and
WHEREAS, shellfish mariculture represents one of the few compatible
socio - economic opportunities for new -year-around jobs in rural communities,
WHEREAS. the State of Alaska has the statutory authority to develop
policies regarding the shellfish mariculture industry.
NOW, THEREFORE. BE IT RESOLVED by the Kodiak Island Borough Assembly
that the State of Alaska support the development of • shellfish mariculture
industry by:
1. Improving the Department of Natural Resources (DMA) tideland
Imo permitting process by allowing interim tideland use permits for 10 -year
periods for feasibility and development with first right options for
extension,
2. Committing rsseareh and development money to support the
mariculture industry.
.3. Incorporating a PSP lab capacity into the Fishery Industrial
Technology Center,
4. Continuing support for the Department of Environmental
Conservation's work on PSP testing and sits certification.
