iI A RESOLUTION OF THE KODIAK ISLAND BOROUGH ESTABLISHING GARBAGE
II COLLECTION AND DISPOSAL RATES.
WHEREAS, the Kodiak Island Borough, b
B by passage or Ordinance No.
86 -34 -0, assumed the powers of Solid Waste Disposal and collection and
4 disposal within the City of Kodiak, and
WHEREAS, the Kodiak Island Borough, with the passage of Ordinance
No. 86 -37 -0, the borough will assume the same powers in the area outside the
cities, and
WHEREAS, contract for services between the City of Kodiak and the
present sanitation contractor ends December 31, 1986, and
WHEREAS, the Baler Facility is not scheduled to be operational
] until March 1, 1987.
NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough that
the Mayor be instructed to secure separate competitive proposals from firms
to:
A. Secure separate competitive proposals from firms to:
1. Operate the Baler Facility. A two year contract with option to
renew for two years will be awarded to the operator who proposes
to furnish the personnel to operate the baler building, place
baler solid waste in the landfill and provide security for the
entire landfill operation at the least cost to the Borough.
2. Collect the solid waste and transport it to the landfill site for
disposal, both in the period between January 1, 1987 and when the
baler facility becomes operational and after it becomes opera-
tional. A two year contract, with option to renew for two years.
will be awarded to the operator who proposes to furnish the labor
and equipment required to collect solid waste at a combination of
the lowest collection fees and the highest disposal fees. Maximum
collection fees and minima disposal fees are hereinafter set
forth.

B. The Mayor is instructed to implement the following procedures:
1. Between January 1. 1987, and the date that the Baler becomes
operational:
a. The solid waste will be placed in the landfill by the Con-
tractor who has been awarded the contract to close out the exist-
ing landfill operation.
b. Fees for placing waste in the Landfill will be accounted for,
for later billing, by a guard at the entry gate employed by the
landfill closeout contractor.
c. Solid waste will be collected on a door to door basis for
residential customers within the City of Kodiak only.
d. Any collection of solid waste for commercial or governmental
customers or customers outside of the City of Kodiak must be done
by special arrangements which the Borough will negotiate on an
individual basis.
2. After the Baler Facility has become operational:
a. The solid waste will be placed in the landfill by the opera-
tor of the Baler Facility.
b: Fees will be accounted for, for later billing, either by a
guard employed by the operator of the Baler, at the gate, or
automatically by use of a key card which operates the entry
gate and keeps records for billing.
C. Solid waste will be collected on a door to door basis for
residential customers within the City of Kodiak.

d. Solid waste will be collected from dumpsters located through-
out the communities in the Monashka Bay /Spruce Cape, Romans
Bay and Chiniak /Pasagshak communities.

3 . Minimum disposal fees at the landfill site shall not exceed:
a. Bagged garbage discharged from a passenger automobile, pickup
truck or a less than one yard trailer ............ $5
per load
b. Construction or commercial debris from a covered truck or
trailer of greater than one yard capacity
$20 per load
c. Garbage truck

$40 per load
Maximum solid waste collection fees be:
a. Weekly residential door to door collection
service
$14 per month
b. Residential collection from neighborhood
dumpstars
$12 per month
c. Commercial and governmental customers will be served by a
private company by direct negotiation for service. Peas will
be set, billed and collected by the Company.
d. Senior citizen rates are 75% of those listed above.
e. Every residential unit will be charged for solid waste
collection services. Units within the City of Kodiak will be
billed by the city with their other utility bills.
