1986-50 Authorizing Staff to Advertise for Bids for Construction of the Baler Facility.A RESOLUTION OF THE KODIAK ISLAND BOROUGH AUTHORIZING STAFF TO
ADVERTISE FOR BIDS FOR CONSTRUCTION OF THE BALER FACILITY.
WHEREAS, the design of the Baler Facility is complete and construc-
tion documents have been properly prepared by Arctic Engineers, Inc. of
Anchorage, and
WHEREAS, the City of Kodiak has adopted the 1982 study prepared by
!Arctic Engineers, Inc. as the "Official Sanitary Landfill plan for Kodiak" by
:Resolution 972 -83, and
WHEREAS, the Kodiak Island Borough Assembly has adopted the 1982
study prepared by Arctic Engineers, Inc. as the "Official Sanitary Landfill
plan for Kodiak" by Resolution 983- 143 -R, and
WHEREAS, the 1982 study prepared by Arctic Engineers, Inc. identi-
fied Baling as the most cost effective solution for solid waste processing,
and
WHEREAS, the 1982 study prepared by Arctic Engineers recommended
- I that "the existing City of Kodiak landfill should be updated and converted to
bale fill ", and
WHEREAS, the Baler Facility construction is required to implement
the "Official Sanitary Landfill plan for Kodiak ", and
WHEREAS, the State of Alaska Department of Environmental
Conservation has issued the draft Kodiak Island Borough Landfill Permit which
requires operation of the baler "on or before January 2, 1987 ".
NOW, THEREFORE, BE IT RESOLVED by the Kodiak Island Borough Assem-
bly that staff is authorized to advertise for bids for construction of the
Baler Facility.
